This series consists of four staff reports: "9/11 and Terrorist Travel," which studies immigration, border security, and terrorist travel issues; "Monograph on Terrorist Financing," which details al Qaeda's methods and means to raise and move money in general and financing the 9/11 plot specifically; and "The Four Flights and Civil Aviation Security," which provides a detailed chronology of each of the four flights on the morning of September 11th, 2001, and discusses civil aviation security in relation to the 9/11 attacks; and "Legal Barriers to Information Sharing: The Erection of a Wall Between Intelligence and Law Enforcement Investigations," which details the history of the information-sharing policy known as "The Wall," explains how it was interpreted throughout the law enforcement community, and describes its consequences for the 9/11 plot.
